The purpose of maintenance and repair in elevators; during the operation of elevators used for the transportation of people, goods and goods; to ensure the safety of life and property of people and living beings, and to ensure that elevators operate more stable and comfortably.
According to the “LIFT OPERATION AND MAINTENANCE REGULATION” published in the Official Gazette dated 6 April 2019 and numbered 30737 by the Ministry of Industry and Technology, aiming to ensure safer and more comfortable use of elevators, in order to determine that the elevators are working safely and in a suitable way in terms of operation, At the end of the first year and at least once a year thereafter, an annual inspection and monthly maintenance is required by the building supervisor as of the date of its commissioning.
The maintenance of the elevator, which is within the scope of the regulation, is carried out by the elevator installer or its authorized service, with which the building manager has signed a maintenance contract. In the building/structure, which has received a building occupancy permit and is opened for use for the first time in accordance with its purpose, a maintenance contract is prepared between the elevator contractor and the elevator installer or its authorized service until the building responsible is appointed legally.
The maintenance of the elevator, all the components and parts that make up the elevator is carried out according to the instructions in the maintenance manual prepared by the elevator installer and the requirements specified in the current “TS EN 13015: Maintenance of Elevators and Escalators, Rules for Maintenance Instructions” standard.
Maintenance according to the criteria determined by the regulation;
a) Lubrication and cleaning,
c) Rescue works,
ç) Adjustment procedures,
d) Component repair or replacement that may occur due to use or wear,
The Ministry of Industry and Technology also determines the issues that are not considered within the scope of maintenance with the regulation it has prepared.
a) Changing the location of the elevator,
b) Change of drive unit, suspension system, carrier/cabin, landing door and/or elevator security components,
c) Changes made in the elevator control system,
ç) Rescue works carried out by the fire brigade,
d) Cleaning the outer parts of the elevator shaft
e) Cleaning the inside of the carrier/cabin,
The most discussed issue in the elevator industry is not how to do the maintenance, but how much to do it. This issue, which is frequently mentioned both on social media and in sectoral meetings, never falls off the agenda.
For this issue, which is also on the agenda of the Elevator Technical Committee (ASTEK), which convened in the past days, industry professionals, especially maintenance companies, frequently state that the “Elevator Maintenance Base Price” should be determined. If you remember, Kayseri Elevator Industrialists’ Association (KAYSAD) made an attempt on this subject in its own region in the past years, but could not get any results.
We don’t know if the sector will soon be regulated regarding the “Elevator Maintenance Base Price”, which the Ministry of Industry and Technology is also working on, but we know that some associations in the sector have a negative attitude on this issue.
There is one more thing we know, which is that every job has a value in order to get it done. Otherwise, approximate cost and limit value calculations would not be made in the tenders.
It is immediately obvious that there is a strangeness in the market in elevator maintenance works, the conditions of which are determined by the regulation. It is not known how accurate it is, but figures such as 80 TL and 90 TL are heard regarding maintenance prices.
If you say let’s do maintenance in accordance with the regulation; engineer, technical staff, administrative staff, road and vehicle expenses etc. expense items reach a substantial amount. I guess not everyone who is sane or knows the four processes thinks that with these expenses, a real maintenance is done to their elevator at the prices we mentioned.
So, how are these numbers given?
There seem to be two options.
Either elevators do not need monthly maintenance as the Ministry of Industry and Technology stipulates with regulations, and low-priced maintenance companies just look at the elevator from afar and continue on their way. Or different ways of earning are applied.
